With reference to your letter of the 13th instant, forwarding a copy of a despatch from His kajesty's Minister at Paking on the subject of a request made by the chinese do verument for the early abolition of the foreign post offices in China, I am directed by the Postmaster General to acquaint you, for the information of the Secretary of State for Foreign Affairs, that the proposed reply to the note from the Faishisopu calls for no comment on his part except as regards condition No. 3 which provides that the Siberian route shall (on its reopening) be used for the postal servi ca (both letter and parcel) between china and Great Britain. The Postmaster General is of opinion that the words "both letter and parcel" might perhaps be left out and that "Meil Service" might be substituted for "postal service". It is unlikely that the Chiness Post Office would in any case refuse to use the route for latters if it presented the

necessary advantage of speed combined with security. Siberian route has never been used by this office for printed

matter, samples ko. on sacount of the cost. As regards parcels, this office might not wish immediately to make use of the Siberian route when it reopened and would, therefore, not desire to impose any obligation to use it in another

office.

The less definite wording proposed would, it is considered, meet the requirements; but the point is not one
